3.    Increase Tenant Representation in Leadership positions.
4.    Reduce tenant displacement.
5.    Strengthen regulations to support tenants.
6.    Improve coordination of services.
7.    Provide tenant landlord education.
8.    Preserve and create low-income affordable housing units.
